Business Corruption in Kosovo

A lack of transparency and accountability in Kosovo's public administration results in widespread corruption and negatively affects foreign investment. The judiciary, customs and public utilities sectors are the most-affected by corruption, and companies regularly pay bribes to public officials. The judicial system is inefficient, understaffed and does not adequately enforce laws or make fair decisions. Companies should be aware of increased costs, hostile property takeovers and security risks to their property when doing business in Kosovo. International investors are discriminated against in Kosovo's procurement process, and kickbacks , gifts and facilitation payments are often demanded when companies compete for public tenders. According to Kosovan law, all gifts received by public officials should be declared and registered. Active and passive bribery, extortion, money laundering and abuse of office are prohibited by Kosovo's Criminal Code , while facilitation payments are not addressed.
